This behavior was first observed before Kevin Archer – who reported their findings on Twitter. Then users tried to repeat it and got different results. Some have reported that Apple Music only kicks third-party apps (not first-party apps). On the other hand, some users have found that the Music app is replacing the company’s own apps as well. Aside from the dock behavior, there are also some reports of Apple Music setting itself as the default Siri music player after a fresh install.
I just checked this on iOS 15.4. With Spotify installed and on the dock, installing Apple Music removed Spotify from the dock and put Apple Music there – without asking. It happens without Apple Music playing, so it’s clear that Apple rigged their operating system to do so!

Given that different people get different results, it’s safe to assume that these unusual behaviors are just errors that Apple didn’t correct when it started allowing users to delete system apps.
