They can make a difference, that the Chambers of Parliament, for lack of a better word, can generate allies, and can create effective opposition, diplomatically. I think when we met her in Indore, she was at the end of that line.
during Andor, Mun Mothma still performed her duties in the Empire’s Senate while assisting in the resistance efforts against the Empire. As Genevieve O’Reilly notes, at this point in her life, Moon was at the end of her tether with trying to achieve ensuring the survival of democracy within the empire through legitimate methods.
