While they hold similar positions, and sometimes exhibit similar behaviour, the two cannot be different. At least, that’s how House of the Dragon star Olivia Cooke sees things.

Alicent aims to protect her family more than she is trying to control, and that’s not exactly a malicious trait.
Over the course of the series, we’ll see more and more layers added to Alicent Hightower, and it’s likely to be more and more sinister than it is now.
