27-year-old Jay Reilly in custody, accused of evading arrest after being chased by police and exposing himself in front of his grandmother

Houston, Texas (KTRK) – The Department of Homeland Security said a man is in custody after he exposed himself to his grandmother in public, then led officers on a manhunt in southwest Houston.

The incident started in a small shopping center in South Gesner on March 18.

The woman, Cathy, says she was filling jugs of water outside the center when she noticed a man next to her inside a car, undressed and taped himself.

Cathy told ABC13 that the man, identified as 27-year-old Jay Riley, didn’t seem to mind who was around or watching her, prompting her to call the police.

Once the police arrived, Riley fled the area, resulting in a short 1.7-mile chase.

During the chase, Riley ran a red light and crashed into another vehicle, ending the chase near Harwin and Janetta Streets, according to police.

Charge documents said officers detained Riley for “masturbating in a public parking lot”.

Police told Cathy that the suspect was filming himself and uploading the videos to Instagram.

As of Sunday, Riley has been charged with evading arrest and given $15,000 bail, with documents read.
