Your one-time sure way to get Torkoal is by making your way through the special Shaymin-based quest exclusive to the ticket released on Saturday during GO Fest. A quest will reward you with meeting Torkoal here, although there is only one available through this method.
While the event incense branching is supposed to be enhanced even when stationary, it’s best to walk around as much as possible during these event hours so you have the opportunity to catch as much Torkoal as possible when the Plains’ habitat hours are active during Pokémon Go Fest 2022.
