That character is Heizou, a four star character from the Inazuma District.
Elsewhere, it is believed that the main event for Genshin Impact 2.8 will be a summer event called A Summer Sea Sojourn.
One of the major draws of the event will be a free Fischl, which can be obtained with the event’s currency.
