safael “Caro” Quintero is a Mexican drug lord who helped create the Guadalajara Cartel in the 1980s and was held responsible for the death of a Drug Enforcement Agency (DEA) agent.

Quintero has long been associated with the 1985 torture and murder of DEA agent Enrique “Kique” Camarena in Guadalajara, Mexico.

DEA agent Kiki Camarena and pilot Alfredo Zavala disappeared in broad daylight in Guadalajara on February 7, 1985.

One month later, their bodies were found lifeless near Zamora, Michoacan.

Forensic evidence concluded that both Camarina and Zavala had been tortured to death.

The arrest comes days after Mexican President Andres Manuel Lopez Obrador (AMLO) and Potos met Joe Biden in person at the White House.

Caro Quintero, extradition

Quintero will likely be extradited to the United States, where Raul Lopez Alvarez is serving 249 years in prison for torturing Camarena for 36 hours.

Lopez Alvarez, a former Mexican police officer, claimed Quintero was responsible for Camarena’s murder before retracting the statement months later.

Quintero spent 28 years in a Mexican prison for the 1985 murder, but was released in 2013, a decision that would strain Mexico’s relationship with the United States.

A court found Quintero should have been judged by a state court, not a federal court, and he was released after serving his sentence for drug trafficking.

The DEA immediately put Quintero back on its “wanted fugitive” list with a reward of $20 million for information leading to his arrest.
