General Thaddeus “Thunderbolt” Ross is a former general who was first introduced in The Incredible Hulk. That version of the Thunderbolts was a non-government funded strike squad whose primary mission was to clean up the loose ends of Ross’ military career. So he definitely has an old presence in The Thunderbolts that Marvel might want to take advantage of.
