13 INVESTIGATIONS: Harris County is on track to get over the death of an inmate following the death of three inmates in January

Houston, Texas (KTRK) – A third inmate died inside the Harris County Jail this month

Rajdeep Singh Baines, 41, was booked in jail on December 3, 2022 on charges of domestic violence and died on January 11, 2023.

Bean had “a history of numerous medical problems when he was confined to jail,” according to the custodial death report the county filed with the Texas Attorney General last week.

The report says he was taken to a local hospital on January 4 due to his “altered mental state” and was intubated five days later.

“On January 11, 2023, (Baines) was given a neurological test, and it was determined that he had no brain activity. At 3:18 p.m., death was pronounced by a doctor,” the report says.

Thirteen detectives reached out to the Harris County Sheriff’s Office late Monday afternoon for more information about the death in custody and will update this story with their response.

In the past, the HCSO has released limited details regarding deaths of individuals in custody outside of what has been reported to the state.

However, the prison is under scrutiny by the state for failing to comply with at least two prison standards, including not holding inmates within 48 hours and not providing the inmate with life-saving medication.

In 2022, 28 inmates died in HCSO custody, including 25 in prison care.

This was the highest number of annual prisoner deaths in a decade. The prison population was also the highest in a decade, with more than 10,000 inmates, including more individuals who have been charged with crimes but reside in facilities in Louisiana and West Texas.

If the pace of prisoner deaths continues this year, the prison is on track to surpass the number of deaths it saw last year.

The other two prisoners who died this year were 31-year-old Jacoby Boyd and 59-year-old Gary Wayne Smith.

The prison says Smith, who was booked on Dec. 6, 2022, was on violating parole and was suffering from “numerous medical conditions.”

Pillow was arrested on January 1 for misdemeanor trespassing. Records show he was given a $100 surety and released when he reportedly assaulted a custodial officer, which led to an additional charge that was accepted by the Harris County District Attorney’s office.

Jail staff used force to rein in the pillow to regain control, according to a statement from the sheriff’s office.

He was evaluated and allowed back into the dungeon.

Later, a prison employee was making the rounds when he saw an unresponsive pillow in his cell. The medical staff tried to resuscitate the pillow and called an ambulance. He was taken to a nearby hospital, where he was pronounced dead at 9:12 am
