Houston street grab suspect Juan Mancilas was on bail in connection with hit-and-run death during arrest

Houston, Texas (KTRK) – A man accused of endangering his daughter by “taking” a car park last week has a history of traffic-related charges, including a charge linked to accidental death and escape.

Juan Mancilas, 24, remains in prison. He was released on bail for three counts before being charged last week with child endangerment.

It is clear who Mancilas is, said Caroline Babb.

“This is just an irresponsible person, who doesn’t care about human life,” she said.

Bab prefers to talk about her son, Justin Ortiz, whom she lost in June 2020, but she talks again about Mancilas, the man the police believe is partly responsible for her son’s death.

Court documents show he was making “donuts” last week while “grabbing” a parking lot along Northern Highway with his 4-year-old daughter unrestrained in the car. This is his fourth traffic-related charge in three years.

“He’s putting his child in danger. He’s a father. That’s scary. That’s very scary,” Pap said.

In 2021, Mancilas was charged after leading police on a chase in a stolen car, according to court records. In June 2020, he was charged with failing to stop and render assistance after Houston police said he and another driver knowingly hit two motorcyclists, including Ortiz, with their cars. Ortiz’s injuries were fatal.

In the years that followed Babb established a scholarship in her son’s name at the University of Houston-Downtown, where he was a student and named Tomball Day in his honor. She still gets frustrated every time Mancilas returns to prison.

“My son has lost his life,” Bab said. “The deal is over. There are no second chances.” “But this person is out there, able to keep making these mistakes and making these mistakes and keep putting other people’s lives at risk. It just doesn’t make any sense to me.”

Bab said her son wants to be a husband, father and business owner. He was the eldest of her three children.

Bab said, “I think about him every day.”

She is worried that Mancilas will again be released on bail. His precedent abolished and arose. Now the bond is $390,000.

Mancilas’ attorney did not respond to ABC13’s request for comment.
