Houston, Texas (KTRK) – A Houston Police Department officer who shot and killed an armed robbery suspect Wednesday has been identified as the subject of a federal lawsuit in another police shooting.

HPD has confirmed that Officer Devin Inocencio shot and killed an ambitious 27-year-old law student, Charion Lockett, in February 2022.
The North Houston home Shanita Lewis shares with her son, Sherion Lockett, still looks exactly as it did on February 7 of last year.

His photos and study materials covered a desk, but bullet holes were still all over the walls, front door, and garage.
“It’s just a statistic now,” Lewis said. “It’s another black man who gets killed by the police every single day.”
Police said they were trying to arrest Lockett based on an armed robbery warrant that the family says should never have been issued.
Lockett had no criminal history and holds a bachelor’s and master’s degrees in criminal justice.
Body camera video from the February 2022 incident shows Officer Inocencio and other Houston police officers standing on her street.
The video is unclear, but HPD said Lockett fired first.
Lockett’s family filed a federal lawsuit, alleging that the police fired first and did not identify them.
Less than 15 months later, Officer Inocencio is back in the news for police shootings again.
On Wednesday, police said the officer shot and killed a young man who they said ran at him with a gun. He had been accused of repeatedly robbing a Krazy Dollar store on Veterans Memorial Drive near Broad Haven Drive.
The authorities have not identified a suspect.
“My heart sank because all I could think about was the day I shot my son,” Lewis said.

Citing pending lawsuits, Houston police wouldn’t say much about Officer Inocencio or the politics.
But officials confirmed he is on leave for a routine investigation into Wednesday’s shootings.
Inocencio is part of the agency’s crime-fighting team, which targets violent offenders.
The Harris County District Attorney’s office said it could not confirm whether Lockett’s case went to a grand jury.

Eyewitness News is still working to confirm the status of his family’s federal lawsuit.
“What if this had happened to your child? Did you want the city of Houston to take that long to care about it? If he was going to kill a cop, they would have charged him by now, but because he killed a black man, he was pushed to the side,” Lewis said.
