Houston Road Fix: Residents of the Cottage Grove neighborhood talk to ABC13 about sub-par pavement conditions

Houston, Texas (KTRK) – You must obtain a permit and start digging if your neighborhood in Houston requires sidewalk.

City ordinances for sidewalks place a lot of responsibility on property owners, although there are some exceptions for schools and disabled individuals.

Located off I-10 and TC Jester in northwest Houston, the Cottage Grove neighborhood is about to get a new sidewalk along a stretch of Kansas Avenue. However, many sidewalk issues remain in that area.

These problems include the lack of sidewalks, sidewalks that stop suddenly, and streets with sidewalks on one side but not the other.

“You have a lot of young families here with strollers and active people trying to run,” said Cottage Grove resident Chris Rhodes. “To get anywhere, you have to get in and out of traffic.”

Katherine Powers lives in the same neighborhood and said she recently broke her knee trying to get around on the neighborhood sidewalks.

“My injury happened about three weeks ago,” Powers said. “I was on a scooter, and I was going from the sidewalk to the street.”

“You can build it yourself,” said David Fields, Houston’s chief transportation planner.

There is also a $12 per square foot fee to the city that should allow them to do the work for you in the end.

“You can put money into a fund that the city will then take to build sidewalks from corner to corner,” Fields said. “When we get the funds, we’ll start doing whole blocks at once.”

There is a similar self-service policy when it comes to repairing dented or broken sidewalks outside of homes.

“The owner of the adjacent property is responsible for the sidewalk next to his property,” Fields explained.
