Gov. Abbott signs bill banning paper license plates

Austin, Texas (KTRK) – After years of effort, law enforcement groups scored a big win this week.

Governor Greg Abbott has signed House Bill 718 into law to get rid of paper plates. ABC13 spoke to a sergeant who sits on the same task force that fought to get this done.

According to him and his fellow advocates, billboards create a huge problem in the Lone Star State, especially in Harris County. Not only do some use it in secret while committing crimes, but it tricks the system when it comes to legal recording.

Under the new law, auto dealers will be required to issue Texas DMV metal license plates when the vehicle is sold. The $10 metal plates will be issued in place of the current paper one-trip, 30-day temporary passes.

Sgt. Jose Escribano of the Travis County Sheriff’s Office 3 said the bill is “a huge step for Texas law enforcement.”

“This will help everyone all the way around the United States, so it’s huge,” he said. “This is a huge thing, and I’m very happy about it. Is it over tomorrow? No. We have to wait, we have to be patient and keep fighting this fight because we still have another fight in at least a year and a half to two years to wait.”

The new law comes into force on July 1, 2025.

Texas DMV is mandated to establish an expedited process and has until December 1, 2024, to come up with a rule to implement the change.
