Houston, Texas (KTRK) – One of the teens, who claim to be members of the MS-13 gang, was in the care of CPS at the time when investigators said they had brutally murdered a West Side mother. CPS confirms to ABC13 that 17-year-old Carlos Romero Munoz was in their system when the 45-year-old mother was shot dead in the trunk of her car. A CPS spokesperson said Romero was in the kinship program. He and 18-year-old Jordan Montalvo are in prison for the August 10 murder of Sandra Montes Descamilla.…
