Where The Wind Blows Side Quest

Before you can begin this side quest, you will need to have already completed Livestock’s Bane. You can get both of these quests from the job board over in Kalm, followed by speaking withBoden inside the Inn. Once you have picked up this quest and spoken with Boden, head over to the Windmill Settlement. Here, you will speak with Mildred. After speaking with them, you will now need to make use of the Transmuter to get a special item called the Windmill Gear — which can be found on the key items tab.


You will need to have obtained a Craftsmanship level of 4 before you will be able to craft the Windmill Gear, so you may have to play around with this mechanic beforehand. Your craftsmanship level will increase as you craft items. You can either craft some cheap items from easy to come by resources, or fully stock up on all the resources you may need as you play. Luckily, you have some special material to gather, so you can level this up while you get what you need.

Once you have all of the required items and the Transmuter Chip required, you can open up your Transmuter to get yourself a Windmill Gear. You will need the following items:

  • Beast Bone
  • Iron Ore
  • Lea Titanium
  • Quetzalcoatl Talon

When it comes to Iron Ore and Lea Titanium, you will be able to find these as common pick-up items. Beast Bone, you will get from fighting enemies. This means you should get these items just by playing the game. However, the remaining two items will need you to go out of your way to collect them, as they are part of special tasks known as World Intel. Each of the game’s numerous areas will have a handful of these World Intel objectives for you to complete.


There are various pieces of World Intel in the Grasslands, and you will need to have collected several of them in order to complete this side quest. You will be checking off many boxes as you complete these various pieces of World Intel. You will need to complete two Expedition Intel objectives before you get the option to undertake the Excavation Intel objectives known as Bygone Settlement. Here you will use your Chocobo to follow various scents to dig up treasures. One of these treasures will be a Transmuter Chip for a Windmill Gear.

Continuing to collect Expedition Intel will give you the Classified Intel objective for Wings of Lacertilian Yore. During this piece of Classified Intel, you will face a very mighty foe known as Quetzalcoatl. Defeat them to get your hands on the Quetzalcoatl Talon. You will now have all the materials you need and the Transmuter Chip to make yourself a Windmill Gear to complete this side quest.

Use the Transmuter to craft this item and take it back to Mildred at the Windmill Settlement. This will result in a cutscene, followed by the completion of the quest. You obviously will not walk away from this empty-handed and will receive some rather decent rewards for all your efforts.

The first reward you will get is some EXP 10 Party EXP — it is very important to continuously aim to increase your party level. Completing side quests is just one way that you can level up, with some methods having you level up quicker than others. The next reward you get will be a returning item from Final Fantasy 7 Remake, the Whistlewind Scarf.

This is a very useful item, as it will let you get into battles with the ATB gauge already slightly filled — this can allow you to get in a decisive finishing blow in before an enemy might be able to do the same. Lastly, you will be building up your relationship with Red XIII, and you will definitely want to know how building relationships with your party members works.


The amount of EXP you receive from completing this quest will scale based on what your level is. So, if you see any images or videos of other players completing this and getting more EXP than you did, it is because they were of a higher level at the time.
