Project Volterra is now Windows Dev Kit 2023, available for $599

After Project Volterra was announced at Build this year, Microsoft released it as Windows Dev Kit 2023.

Earlier this year at the Build Developers Conference, Microsoft announced Project Volterra, a new development fund dedicated to creating AI applications. Today, it was revealed as Windows Dev Box 2023, and it’s now available for $599.


The company also finally confirmed that the device will include the Snapdragon 8cx Gen 3 chipset. Unlike the Surface Pro 9, it does not rebrand the SoC as the Microsoft SQ3. Along with the Snapdragon 8cx Gen 3, it comes with 32GB PDDR4x RAM, a 512GB SSD, three USB 3.2 Gen 2 Type-A ports, and two USB 3.2 Gen 2 Type-C ports. There is only one SKU.

Aside from the hardware, software is a big part of the story here. It’s about the new Arm-native Developer Toolkit, which was also announced at Build. Now, you can use the Visual Studio 17.4 preview running natively on Arm. This is a huge problem, because the full Visual Studio is a huge application. What actually works is Arm64EC, something that will make it easier to build Arm64 applications with x86 components.

The idea is that Qualcomm’s Arm processors are better at AI tasks than Intel’s. The Snapdragon 8cx Gen 3 has a DSP capable of 15 TOPS, while the Qualcomm AI Engine, which combines DSP and other chipset components, is capable of 29 TOPS. Microsoft is showing this on the Arm-powered Surface Pro 9 with 5G, which has features like background noise suppression, eye gaze correction, and more. With Windows Dev Kit 2023, you will have an ideal environment for creating applications such as those that use the Neural Processing Unit.

Windows Dev Kit 2023 is available to purchase today for $599 in eight countries. You can get one in Australia, Canada, China, France, Germany, Japan, the United Kingdom, and the United States.
