According to reports, Chelsea transfer targets are “very nervous” about potential summer moves to Stamford Bridge.
The Blues have been linked with a number of superstars including Declan Rice and Jules Conde, prior to the sanctions imposed on Roman Abramovich last week.
Chelsea is currently operating under a special license granted by the government, although Abramovich’s assets have been frozen.
But the license, which runs until May 31, prohibits transactions of any kind – including player transfers.
When the acquisition takes place, the restrictions imposed on the club must be lifted.
The club has received a lot of interest, ahead of today’s deadline for bids to the Raine Group that is handling the sale.
Interested parties include Stamford Bridge season ticket holder Nick Candy, as well as LA Dodgers owner Todd Boehle and stock firm Aethel Partners headed by Ricardo Silva.
The Saudi media group is also understood to have made a £2.7 billion bid.
according to Mail.
Football agent and sports attorney Dan Chapman told them: “I thought it would have a huge impact on hiring.

“Prospective players and agents will be very nervous about whether or not the club will come out of the sanctions [the summer]So investing a lot of time now in any prospect of a move to Chelsea may be seen as counter-productive.”
He then added: “Realistically, until the sale takes place, I would say Chelsea’s recruitment efforts are as frozen as their assets.
“Agents will start looking for their clients elsewhere and that may affect Chelsea’s ability to achieve their primary objectives.”
Sports lawyer Stephen Heath adds that Chelsea’s situation will “severely affect” representatives looking to transfer their players this summer.
He said: “It’s off for customers and players because they are considering options that are likely to be in the summer.
“If they prefer to do a deal with Chelsea, they will have to consider whether it is in their player’s interest to look elsewhere because they may not be able to close that deal.”
An unnamed agent added: “There is also an issue of administrative uncertainty.
