Roman Abramovich may be sanctioned by the UK government, but he still has the final say on who sells Chelsea.
The Russian oligarch has received an offer of more than £2 billion from businessman and lifelong blues lover Nick Candy.

Kandy has promised fan participation at the club if successful, while also stating that he will redevelop Stamford Bridge.
But whether Abramovich, whose assets had been frozen, would accept his offer was not in his hands.
Abramovich, who was banned by the Premier League as a manager, can’t make a penny selling a West London outfit.
However, he is still responsible for the key decision in deciding who will become Chelsea’s next owner.
Speaking to SunSport, Candy said: “Despite being a sanctioned club, Romain makes the decision about where he goes.
“People may not like it, but his club is still – they were punished – but it is his club.”
He added: “All that matters to me is first and foremost, whoever ends up with the club has to put the fans front and center and the fan-led review must be adopted at its best principles and that Chelsea has a chance to be the gold standard for that.”

“And perhaps Manchester City has probably done the best job in the planet of feeding clubs.
“And we have to do that, too. That’s because they run it right, they’re amazing.”
